Labour Market Partnerships
Many individuals and organizations play a role in the development and delivery of labour market and career-related information, supports and services. These include all levels of government, industry groups, professional associations, employers, labour organizations, educational institutions and community agencies.
The provincial government currently participates in several key labour market partnerships and committees to help ensure labour market, programs maximize benefits for people in Newfoundland and Labrador and help respond to local labour market needs. Canada-Newfoundland and Labrador Labour Market Development Agreement
Overview
The Canada/Newfoundland and Labrador Labour Market Development Agreement outlines the terms and conditions for the governments of Canada and Newfoundland and Labrador to jointly manage, plan and design Employment Benefits and Support Measures (EBSMs) and the National Employment Service (NES) in the province. Under this co-management agreement, the federal government retains its financial and program delivery responsibilities.
The Agreement’s programs and services are designed to:
Further federal and provincial labour market objectives and priorities.
Increase the labour market participation of employable persons, particularly those reliant on public income supports.
Remove barriers to labour market participation experienced by eligible persons not fully represented,including persons with disabilities, women, youth, Aboriginals and income support clients with Employment Insurance “reach back” status.
Foster an entrepreneurial climate.
Facilitate joint federal/provincial identification of labour market policy issues, themes, initiatives and other labour market matters of interest to both orders of government.
Strengthen partnerships among labour market stakeholders including employers, workers and community based organizations.

In Newfoundland and Labrador, the Department of Human Resources, Labour and Employment is responsible for co-chairing the CA/NL LMDA on behalf of the Province and Service Canada co-chairs on behalf of the federal government.

Forum of Labour Market Ministers (FLMM)
The Forum of Labour Market Ministers (FLMM) is composed of provincial and territorial ministers, and the federal minister, responsible for the labour market. It was created in 1983 to promote discussion and cooperation on labour market matters throughout Canada.
The Minister of Human Resources, Labour and Employment and the Minister of Education currently sit on the FLMM on behalf of the Government of Newfoundland and Labrador.
FLMM Labour Market Information Working Group
The Labour Market Information (LMI) Working Group was created by the Forum of Labour Market Ministers (FLMM) in 2000 to help make improvements in the development and delivery of labour market information by governments in Canada.
The working group is composed of representatives from provinces, territories and Human Resources Skills Development Canada (HRDC). It is co-chaired by HRSDC and a lead province, currently the Province of Newfoundland and Labrador. A Secretariat helps coordinate the LMI Working Group activities.

The Labour Market Committee is a partnership among business, labour and government representatives who work together to support healthy labour market development in Newfoundland and Labrador. The Labour Market Committee was established in May 2005 to provide a forum for collaboration and coordination among business, labour and government to help advance labour market and human resource development in the province.
